PREAMBLE

 

From independence onwards, Bangladeshi students and professionals have been traveling to China. Despite a long time has passed, no organization has been formed with Bangladeshi students and professionals living in China prior to 2016. Most of the students and professionals were involved in small groups through various social media platforms. Many have been working hard to bring all students and professionals living in China under one umbrella for their welfare and cooperation.

Soon after coming to China to pursue his Ph.D., the founding President of BCYSA, Professor Dr. Md. Shahabul Haque has felt the necessity of a voluntary organization for the Bangladeshi students and professionals residing in China. Fortunately, many students and professionals also expressed interest when he expressed his desire to form such an organization. Subsequently, while he was on a visit to China Radio International in Beijing, China, he met with Madam Yu Guangyue Anandi, Head of Bangla Department of Chinese Media Group, and shared his interest to form an organization of Bangladeshi students and professionals and she praised and encouraged the initiative.

Afterward, having held a meeting with a group of enthusiast individuals in China, on November 25, 2016, a new organization was formed with 13 members under the leadership of Professor Dr. Md. Shahabul Haque. As we know, this is the first and largest organization of Bangladeshi students and professionals living in China.

BCYSA launched its website back in 2017 and operates all its activities through this online platform. BCYSA's online Bengali bi-annual "Mahaprachir" started its journey in June 2019 and the BCYSA-online news portal started its journey in October 2019 and has been publishing up to now. The organization also has a research wing where professionals in various fields are trained by experts. Every year, BCYSA presents the "BCYSA Community Award" to Bangladeshi students and professionals living in China in recognition of their exemplary achievements and contributions in bridging the gap and building friendships between the two countries.

In addition, BCYSA assists Bangladeshi students in obtaining scholarships from Chinese universities, employment in Chinese institutions, and business in China. BCYSA also provides assistance to individuals seeking help in various universities and cities in China. In this regard, BCYSA’s campus representatives play a vital role with regard to providing assistance for people in need. On the whole, BCYSA plays a phenomenal role to promote both country's philosophy, culture, and positive diplomatic relations between the two countries.

ARTICLE-1:        NAME & MOTTO

Section-A:   

Name: The name of this association shall be Bangladesh China Youth Student Association; hereinafter referred to as Association and in brief, it will be named as BCYSA.

Section-B:   

Motto: The Bangladesh-China Youth Student Association (BCYSA) is a platform of Bangladeshi students and professionals in China that seeks to promote co-operation and understanding between Bangladesh and China.

ARTICLE-2:        AREA OF OPERATION AND HEADQUARTER

The Association will conduct their activities in the People’s Republic of China. BCYSA will continue their activities through their website (www.bcysa.org) and other verified social media platforms.

ARTICLE-3:        COVERAGE

The scope of its activities may be extended to encompass the entirety of the People's Republic of China.

ARTICLE-4:        DIGNITY

The Association shall be recognized as a non-political and non-profit community organization, wherein all individuals, regardless of their gender, political affiliation, religious beliefs, racial background, or caste, shall be duly included as members.

ARTICLE-5:        OBJECTIVE & AIMS

Section-A:   

Objective: The fundamental objective of the BCYSA shall be the advancement and propagation of the principles, traditions, policies, and harmonious diplomatic associations between the nations, China and Bangladesh. This shall be achieved through the diligent engagement in all feasible and efficacious endeavors by the esteemed members of the BCYSA, who shall embody unwavering dedication and foresight as ambassadors of China to Bangladesh. Their noble efforts shall foster a bond that fortifies collaboration between the two nations and nurtures profound comprehension among the esteemed populace of these two amicable and esteemed nations. Furthermore, the members shall dutifully represent the just aspirations and entitlements of the Bangladeshi residents in China.

Section-B

    Aims: The Association hereby declares its aims as follows:

  1. To make a better understanding between Bangladeshi and Chinese students and professionals.
  2. To strengthen the bonds between Bangladesh and China at the academic and professional levels.
  3. To promote friendship and understanding between the people of Bangladesh and China and preserve the interests of Bangladesh in the international community.
  4. To protect, preserve and promote the unique cultural identity of Bangladesh, in the midst of multicultural Chinese society.
  5. To promote a greater understanding between the Bangladeshi community and the society at large.
  6. To protect and promote the legitimate aspirations and rights of Bangladeshis residing in China.
  7. To assist in all possible ways in national development and the achievement of aspirations of the people of Bangladesh.
  8. To establish liaisons and build relationships with other Chinese associations or organizations interested in promoting Chinese & Bangladeshi culture, economic development, and social interests.
  9. To promote greater harmony and understanding among the members of BCYSA.
  10. To develop a research institute for the students and professionals for their skill development.
  11. To develop media to promote the relationships between two countries.
  12.  To help the Bangladeshi community residing in China, organize social, educational, professional, and cultural activities.
  13. To help in the carrier of the Bangladeshi community, make the relationship with financial firms and companies

ARTICLE-6:        ACTIVITIES

BCYSA is a dynamic organization that serves as a bridge between Bangladesh and China. It fosters cultural exchange, educational cooperation, and friendship between the two nations. BCYSA engages in a wide range of activities and initiatives that contribute to the development of its members and promote bilateral relations. Here, highlight some of the key activities and functions of BCYSA.

ARTICLE-7:        MEMBERSHIP

Section-A:

Individuals who have resided in China for a minimum of six months for academic, business, or employment purposes are eligible to apply for membership in the online application. These applicants can have complete assurance in the adherence to the rules and regulations outlined in the association's constitution. Given that the Executive Committee retains exclusive authority to approve or decline any application.

Section-B:

In this Association, there shall exist solely four distinct categories of members, namely the General Member, Campus Ambassador, Associate Team, and Executives Member. In accordance with the principles of fairness and equity, it is hereby decreed that the esteemed individuals serving as Associate Team members and Campus Ambassadors shall be obligated to contribute fifty percent of the remuneration received by the executive board members. The members of the Executive Committee will be required to remit a fee of RMB 100.00 (One hundred only) annually or the new executive bord may decide the amount of annunal fee on their first meeting. The annual fee is non-refundable. The financial contribution of the Association may be subject to modification by the Executive Committee on an intermittent basis.

  Section-C:

All members will be entitled to all rights and privileges and subject to all obligations, which the Association confers or implies.

  Section-D:

Any individual who shall be discovered to engage in conduct contrary to the welfare and objectives of the Association shall be subject to expulsion or suspension of their membership for a specified duration, as determined by a majority vote of two-thirds of the Executive Committee. In the pursuit of justice and fairness, it is hereby decreed that prior to undertaking any such action, a show-cause notice shall be duly served upon the respective member in question, thereby affording them the opportunity to elucidate their stance.

ARTICLE-8:        MEMBERS' RIGHTS AND PRIVILEGES

      The rights and privileges of members shall be upheld.

  1. Attend general meetings, engage in discussions, and submit proposals.
  2. To request an explanation of the activities of the executive committee in accordance with the established rules.
  3. To apply for membership on any committee of the Association.
  4. To be eligible for inclusion in any delegation of the association.
  5. To engage in consultation or serve on a selection commission for the purpose of advancing the organization's development.

ARTICLE-9: CANCELLATION OF MEMBERSHIP

           Membership may be terminated for the following reasons, if applicable, for any member-

  1. Any member who wishes to resign shall have the option to voluntarily tender their resignation by submitting a written letter of resignation to the Secretary-General. The withdrawal of the resignation letter shall be subject to approval by the Executive Committee. The decision of the Executive Committee in this matter shall be conclusive; if such a resignation letter is acknowledged, that member shall be ineligible to reapply for membership.
  2. In the event of a person's death;
  3. Be mentally unsound;
  4. Engage in activities that violate the constitution, rules, and regulations of the association or engage in conduct or activities that are deemed harmful or detrimental to the dignity of the association;
  5. Has been convicted by the university, workplace, court or any law enforcement agency.
  6. Involved in any form of criminal activity.

ARTICLE-10: EXPULSION

If a member engages in any action that goes against the association or constitution, or is contrary to the aims and objectives of the association, and presents specific allegations regarding such actions, with the approval of the executive committee, their membership shall be suspended pending investigation and resolution of the complaint.

ARTICLE-11: RE-MEMBERSHIP

The executive committee may consider the reinstatement of membership for any member whose membership is subject to cancellation, except for those outlined in Article 8(a), if they meet the conditions set by the executive committee and apply for reinstatement in accordance with Article 6(a).

ARTICLE-12: MEETINGS OF MEMBERS

Section A:

Annual Meeting: The setting of the date for the regular annual meeting shall be determined solely by the Executive Board. The time and place shall be duly determined by them.

Section B:

Special Meetings: The convening of special meetings can be initiated by the President, the Executive Committee, or by a simple majority of the Executive Board. In the event that the president cannot be present, the vice presidents are authorized to convene the meeting on behalf of the president.

Section C:

Notice: It is hereby mandated that proper notice of every meeting shall be duly provided to the intended member, through electronic mail or text message, with a minimum of three days' advance notice prior to the scheduled meeting.

ARTICLE-13: EXECUTIVE BOARD

Section A:

Board Role, Size, and Composition: The Board is responsible for the overall policy and direction of the Council and delegates responsibility for day-to-day operations to the Council's Executive Director and committees. The Board shall have up to thirty-three but no fewer than nineteen members, with 5 percent of female members.

All persons who have spent at least six months for academic, business, or job activities anywhere in China can apply for membership in the online application with full confidence in the rules and regulations of the constitution of the association. Provided that the Executive Committee reserves the sole power to accept or reject any application.

Section B:

Eligibilities:  BCYSA member who has at least a one-year Chinese resident visa shall be eligible to serve as members of the Board of Executives of the association.

Section C:  

Meetings: The Board shall meet at least quarterly at an agreed-upon date, time, and place (Online Platform).

Section D:

Board Selections: Board members shall be selected at least annually by the Selection Procedures of the Selection Committee.

Section E:

Selection Procedures: The Selection Committee shall be responsible for nominating a slate of member representatives to preserve the diversity and balance necessary to enable the BCYSA to provide policy guidance on the broad spectrum of BCYSA issues. Nominees selected by the Selection Committee must be member representatives of member organizations of the BCYSA.

Section F:

Terms: All Board members shall serve one-year terms. Nevertheless, the existing committee will continue functioning unless the next committee takes charge of the office.

Section G:

Quorum: A quorum must be attended by at least forty percent of the Board members before business can be transacted or motions made or passed.

Section H:

Notice: An official Board meeting requires that each Board member has written notice at least three days in advance.

Section I:

      The power of the Executive Committee will be as follows:        

  1. The corporate powers of this association, ex-pressed and implied, shall be vested in the Board Members, which shall constitute the executive body of this association.
  2. The Executive Board Members shall:
  1. Have jurisdiction, control, and supervision over all committees and sub-committees of said board and this association;
  2. Have general management and control of the organization and funds of this association; and
  3. Have prepared and approved a budget showing anticipated receipts and expenditures for the ensuing one year. No expenditure may be approved or made which shall require the use of any reserves, reflect an unbalanced budget in any one year, or reflect an expenditure against the income or reserves of any subsequent one year except upon the affirmative roll call vote of two-thirds (2/3) of the entire number of members of the Executive Board.
  1. Executive Committee will be responsible for the execution of the policies and activities of the association.
  2. It may appoint sub-committees for any particular activity or program of the association.
  3. Executive Committee shall formulate the policy and procedures, programs, and activities for the association and shall execute the same.          

Section J:

      Organisational Chronology

BCYSA shall follow the following organisational chronology during its occupancy:

          Duties and Functions of the Executives will be as follows:

President: President is the highest executive official and head of the Association. He/She will preside over all the meetings of the organization. He/she will be responsible for convening all meetings of the Association with the assistance of the General Secretary. He/she shall be responsible for the management and supervision of all activities- operational, administrative and financial- of the Executive committee and all its members. The president shall hereby be deemed the rightful and automatic recipient of the esteemed position of Editor for both the BCYSA News and 'Mahaprachir' Magazine.

Vice President (s): Vice Presidents will assist the President in the performance of his duties and functions as required. They will also perform any other specific duties/functions as required by the President. The senior most Vice President, present, shall preside any meeting of the Association in the absence of the President, and so on the others.  

General Secretary: The General Secretary will be in charge of the supervision and execution of overall work. He/She will also call for meetings after consulting with the President and record the proceedings of the meeting. He/She will present the annual report, budget, account of income, and expenditure of the association in the meeting of the general assembly. He will maintain the bank account in case of the absence of the president. He/She will also be the member of the welfare fund management committee by capacity as well as carry out duties specified by “welfare fund policies.” The General Secretary shall hereby be deemed the rightful and automatic recipient of the esteemed position of Executive Editor for both the BCYSA News and 'Mahaprachir' Magazine.

Joint Secretary (s): He/She will assist the General Secretary, and in case of the General Secretary's absence, the first to the third Joint Secretaries (in their sequence of absence) will be the acting General Secretary. 

Organizational Secretary: Organizational secretary will supervise member activities to form committees in their own localities. 

Office Secretary: He/She will conduct all official matters and preserve records of the proceedings of the association meetings and all registrar along with notice books (except the cash books). 

Finance Secretary: The Finance Secretary will preserve the account of general income and expenditure and record them in the cash book. He/She will maintain the bank account jointly with the president and, in the absence of the president, with the General Secretary. He/She is permitted to keep not more than 10,000 (Ten thousand) taka cash or a certain amount fixed by the executive committee in hand. 

Publication Secretary: He/She will carry out all duties regarding various meetings of the association and promotion of organizational activities, including the publication of organizational news, press releases, notices, articles, research reports, yearly reports, bulletins, magazines, etc.

Publicity Secretary: He/She will carry out all duties regarding promoting an organization's image and messaging. Their duties involve creating and disseminating information to the public, media, and stakeholders. They handle public relations, manage social media accounts, craft press releases, and organize promotional events. 

Research & Development Secretary: His/her responsibility is to conduct research-based activities, including preparing articles (i.e., cultural & historical), developing organizational activities, and so on.

Education Secretary:  His/her responsibility is to assist members in their academic education and research work by arranging different programs, including mentorship, training, and workshops.

IT Secretary: His/her responsibility is to coordinate and implement all the activities of the organization related to information and communication technology.

Communication & Media Secretary: His/her responsibility is to coordinate and manage the association's internal and external communication strategies. This includes overseeing public relations, and media relations, handle social media management, and crisis communication efforts. They are responsible for crafting and disseminating clear and consistent messages to various stakeholders, such as members, the media, and the public. 

Human Resource Secretary: His/her responsibility is to maintain personnel records, manage documentation, and coordinate administrative tasks within the HR department. Their duties include organizing interviews, onboarding processes, and scheduling training sessions. Additionally, they help with employee communication, manage HR correspondence, and ensure compliance with company policies and legal requirements. 

Social Welfare Secretary: He/She will preserve the list of the deceased members of the association. He/She will provide possible help and assistance to association members and their families along with participating in social welfare and social service activities. He/She will act as a member of the welfare fund management committee by capacity and carry out duties specified by "welfare fund policies." 

Cultural Secretary: He/She will organize various ceremonies, reunions, recreational and all cultural activities and also implement different programs taken up by the association.

          Executive Members:

  1. To cooperate with the departmental Secretaries in performing their duties.
  2. To participate in the program's activities undertaken by the Association.

Section K:

Vacancies: If any member of the Executive Committee becomes vacant due to resignation/resignation/distrust/expulsion/removal/death or any other reason, nominations for new members may be received from present Expert Team members, Campus Ambassadors, and member organizations by the Secretary two weeks in advance of a Board meeting. These nominations shall be sent out to Board members with the regular Board meeting announcement, to be voted upon at the next Board meeting. All vacancies will be filled only to the end of the particular Board member's term.

Section L:

Special Meetings: Special meetings of the Board shall be called upon the request of the Chair or one-third of the Board. Notices of special meetings shall be sent out by the Secretary to each Board member postmarked at least one week in advance.

Section M:

Absences: A Board member shall be dropped for excess absences from the Board if he or she has three unexcused absences from Board meetings in a year, he/she may be given the notice to show cause in 7 days' notice and after receiving his / her reply, the executive committee may take effective action for his resignation.

Section N:

Resignation: If any member of the Executive Board wishes to resign, he/she shall submit the resignation letter to the General Secretary along with the President stating the reasons. The resignation letter may be withdrawn until a decision is taken by the Executive Committee. The decision of the executive committee in this regard will be considered final.

Section O:

Exemption of Executive Board Member: If it appears to the Executive Board Member that no responsible member of the Executive Board can perform the duties or responsibilities assigned to it by the Association, the Executive Board shall give notice to that member and subsequently by a two-thirds vote to that member. May resign from the post of General Member of the Executive Committee. If any member of the executive committee engages in harmful activities for the association or takes part directly in other similar and contradictory associations and organizations as a decision-maker, executive member, and operational member, he/she may be given the notice to show cause in 7 days' notice and after receiving his / her reply, the executive committee may take effective action for his resignation. In this case, any objection of the exempted Executive Board Member will not be accepted.

Section P:

Exemption of Executive Board: In the event that the Executive Board becomes incapable of fulfilling the duties or responsibilities mandated by this constitution, the responsible Selection Commission of BCYSA shall possess the authority to exempt the Executive Board and convene for the appointment of a new Executive Board.

ARTICLE-14: ASSOCIATE TEAM

An Associate Team, on the other hand, consists of individuals who have expertise in a given domain but more importantly, they have the ability to work effectively with others, resulting in a high-performing team.

Section A:

     Duties of the Associate Team will be as follows:

  1. Carry the information and invitation of BCYSA to the local Bangladeshi community.
  2. Make at least one post per month on an average on BCYSA social media (i.e. Facebook group) about your stories, study and research and job opportunity and cross-cultural information, and so on.
  3. Assisting BCYSA with IT, Graphic Design, Social Media Platform, and Content Writing.
  4. Always be forward to serving Bangladeshi Community in China through BCYSA.

Section B:

      Disqualification and Incompatibility: The position will be terminated if the member fails to obey the following conditions:

  1. Take part directly in other similar and contradictory associations and organizations as a decision-maker, executive member, and operational member.
  2. Using BCYSA affiliation for personal and commercial activities without BCYSA permission.
  3. Accused and punished by national, international, and host universities or workplace for breaking rules, regulations, and laws.
  4. Violates and breaks the BCYSA constitution and social media rules and other terms and conditions.

Section C:

Vacancies: If any member of the Associate Team member becomes vacant due to resignation/distrust/expulsion/removal/death or any other reason, nominations for new members may be received from the member of the association by the General Secretary two weeks in advance of a Board meeting. These nominations shall be sent out to Board members with the regular Board meeting announcement, to be voted upon at the next Board meeting. All vacancies will be filled only to the end of the particular Associate Team member's term.

Section D:

Absences: An Associate Team member shall be dropped for excess absences from the Team if he or she has three unexcused absences from Team meetings in a year, he/she may be given the notice to show cause in 7 days' notice and after receiving his / her reply, the executive committee may take effective action for his resignation.

Section E:

Resignation: If any member of the Associate Team member wishes to resign, he/she shall submit the resignation letter to the General Secretary along with the President stating the reasons. The resignation letter may be withdrawn until a decision is taken by the Executive Committee. The decision of the executive committee in this regard will be considered final.

Section F:

Termination: If it appears to the Associate Team Member that no responsible member of the Associate Team can perform the duties or responsibilities assigned to it by the Association, the Associate Team shall give notice to that member and subsequently by a two-thirds vote to that member. May resign from the post of Team Member of the Associate Team. If any member of the Associate Team Member engages in harmful activities for the association or takes part directly in other similar and contradictory associations and organizations as a decision-maker, executive member, and operational member, he/she may be given the notice to show cause in 7 days' notice and after receiving his / her reply, the executive committee may take effective action for his resignation. In this case, any objection of the exempted Executive Board Member will not be accepted.

ARTICLE-15: CAMPUS AMBASSADOR

Section A:

      Duties of the Campus Ambassador will be as follows:

  1. Work as a representative of BCYSA to host universities in China
  2. Carry the information and invitation of BCYSA to the local Bangladeshi Community.
  3. Make at least one post per month on an average on BCYSA social media (i.e. Facebook group) about your stories, study and research and job opportunity and cross-cultural information, and so on.
  4. Assisting BCYSA with Staffing, Community Connections, and Paperwork.
  5. Always be forward to serving Bangladeshi Community in China through BCYSA.

Section B:

      Disqualification and Incompatibility: The position will be terminated if the member fails to obey the following conditions:

  1. Take part directly in other similar and contradictory associations and organizations as a decision-maker, executive member, and operational member.
  2. Using BCYSA affiliation for personal and commercial activities without BCYSA permission.
  3. Accused and punished by national, international, and host universities for breaking rules, regulations, and laws.
  4. Violates and breaks the BCYSA constitution and social media rules and other terms and conditions.

Section E:

Resignation: If any member of the Campus Ambassador wishes to resign, he/she shall submit the resignation letter to the General Secretary along with the President stating the reasons. The resignation letter may be withdrawn until a decision is taken by the Executive Committee. The decision of the executive committee in this regard will be considered final.

Section F:

Termination: If it appears to the Campus Ambassador that no responsible member of the Campus Ambassador can perform the duties or responsibilities assigned to it by the Association, the Campus Ambassador shall give notice to that member and subsequently by a two-thirds vote to that member. May resign from the post of Campus Ambassador. If any member of the Campus Ambassador engages in harmful activities for the association or takes part directly in other similar and contradictory associations and organizations as a decision-maker, executive member, and operational member, he/she may be given the notice to show cause in 7 days' notice and after receiving his / her reply, the executive committee may take effective action for his resignation. In this case, any objection of the exempted Executive Board Member will not be accepted.

ARTICLE-16: OTHER TEAM

Additional committees may be established from time to time by the Board, Executive Committee, or President in order to achieve the objectives of the Association.

  1. In all cases, Board committees will be chaired by a member of the Board.
  2. Except as otherwise provided herein or in the resolution establishing the committee, the term of each committee member will be one year. There is no limit on the number of terms, consecutive or otherwise, that a committee member may serve while a current member of the Board.
  3. Each committee shall report its activities to the Board at least once per year.

ARTICLE-17: ADVISORY BOARD

Only eminent persons from among the former BCYSA leaders and top Bangladeshi professionals in China including famous professors of Bangladesh who studied in China and a gold medalist professional from the Chinese university who has contributed to the welfare of the Bangladesh China friendship may be nominated as members of the Advisory Board of the Association. The Executive Committee shall finalize this nomination list and the composition and functions of the Advisory Board from time to time. Which can be rearranged as needed.

ARTICLE-18: BOARD SELECTION COMMITTEE

A Selection Committee (a team combined with the Previous Board President and Advisors) shall be appointed by the Advisory Board to be responsible for developing nominees for selection, planning, and announcement of new Executive Board.

ARTICLE-19: ASSOCIATION OFFICIAL YEAR

The official year of the Association, which shall govern the terms of office and operational affairs of the Association, shall be aligned with each year from October 10 to October 09 of the following year.

ARTICLE-20: CONFLICTING INTERESTS

Any actual, potential, or perceived conflict of interest on the part of any member of the Executive Board, on a matter pertaining to the Association, must be disclosed in writing to the Executive Board which shall record such conflict of interest in the minutes of the Board meeting. Such member may be requested by the Executive Board to state his/her position in the matter or to respond to pertinent questions, but shall not vote or use his/her influence on the matter and shall not be counted for purposes of determining a quorum for the meeting where the voting takes place.

ARTICLE-21: CONFIDENTIALITY

All matters pertaining to litigation, security measures, contractual negotiations, employment matters, and any other matters deemed confidential by the Executive Board, must be treated as confidential and only the actual decisions may be disclosed to the general public.

ARTICLE-22: MEETING     

Section-A:

The regular meeting of the Executive Committee of the Association shall be held once in two months, and a notice of the regular meeting shall be signed by the General Secretary. Seven days' notice shall be given for regular meetings.

 Section-B:

Special meetings may also be called if deemed necessary and such a meeting may be called with two days' notice.        

Section-C:

An Annual General Meeting of the Association shall be held in each fiscal year. At least 10 (ten) days notice will be necessary for convening the same.

Section-D:

The presence in person of at least one third of the members of the Executive Board shall be necessary for a quorum at all meetings of the Executive Committee. No quorum will be necessary at any Annual General Meetings.

ARTICLE 23: SOURCE OF FUND

Section-A:

Executives Board members, Expert Team members, and Campus Ambassadors' yearly fees, Donations received from the members, Advisors, well-wishers, and sponsors will be the primary source of funds.  

Section-B:

Earnings through the News Portal, Magazine Advertisement, etc. will also contribute to the fund of the Association.                

Section-C:

Earning through training programs, and research projects, the consultancy will also contribute to the fund of the Association.          

Section-D:

On recommendation by the Executive Committee, the Treasurer will open a   Bank(s) account.       

Section-E:

Bank Account shall be operated by the joint signature of the Treasurer, General Secretary and President.

ARTICLE-24: AMENDMENT

Section-A:

This constitution may be amended at any General Meeting of the Association by the Affirmative vote of three-fourth of the member present in person and voting, provided the Executive Board has previously considered the merits of the amendment.              

Section-B:

No amendment shall be put to vote unless written notice thereof stating the proposed amendment shall have been mailed or delivered personally to the members of the Association at least ten days before the General Meeting at which the vote on the proposed amendment is to be taken.
